Most Asian countries have issues with regarding people as components of a system rather than as individuals. Because of this, they often consider it acceptable to sacrifice a few for the benefit of the many. That mentality is going away in most of the countries though.

It also probably has something to do with the fact that all Japanese people are like exactly the same size. Haha.
