It's a training video. The perp is clearing wearing a protective jacket. He's firing blanks so the dog gets used to the sound and doesn't get spooked.

and i really don't think that this is a training vid, for these reasons:
a) his head and legs aren't protected, which leads me to think that that's just a big jacket.
b)the cops are apprehending him.
i don't really know though, they could be training, and just getting the dog off. then again, i don't think you know either. you could, but i don't think you do.
